Inside Stargate: OpenAI's $500 Billion AI Super-Data Center Project

"Stargate" once meant a wormhole to distant galaxies in the 1994 Stargate sci-fi film. Now OpenAI has adopted the name for something just as audacious on Earth: a planned $500 billion network of AI super-data centers. If you've seen the name in news headlines but the details feel fuzzy, keep reading. In the next few minutes you will learn what Stargate really is, who is funding it, the wins so far and the hurdles ahead.

What the Stargate Project Is About

  • What it is: A moon-shot plan to build the world's largest fleet of AI super-data-centers so OpenAI always has the "frontier-scale" compute needed to train and run the next wave of models, possibly including AGI (Artificial General Intelligence).
  • Launch date: Publicly announced in January 2025 alongside the US White House announcement of a private-sector AI-infrastructure push.
  • Budget headline: Up to $500 billion over about four years, with a goal to secure an initial $100 Billion for the first build-outs.
  • Lead partners: OpenAI (project operator), SoftBank (primary capital backer), Oracle (cloud and data-center expertise), and additional roles for Nvidia, Cisco, G42 and others on later phases.
  • Where it's heading: First wave of sites in the United States, with international spin-offs such as "Stargate UAE" now on the table.
  • Why it matters: If completed, Stargate would more than double today's dedicated AI compute and could reset the balance of cloud power, hence the frequent comparison to the Manhattan Project in scale and urgency.

Stargate Key Players

Many significant organizations and people are involved in the Stargate Project.

Founding partners & operators

  • OpenAI – operator: Led by CEO Sam Altman, OpenAI will run the campuses and feed the compute to the next GPT generations and, ultimately, AGI.
  • SoftBank – primary financier: CEO Masayoshi Son chairs Stargate and has pledged to shoulder the venture's "financial responsibility," committing multi-billion funding tranches.
  • Oracle – infrastructure builder/operator: Oracle Cloud will host many clusters. Larry Ellison has reportedly ordered ~$40 B of NVIDIA GPUs for the first Stargate campus in Texas.

Capital extension

  • MGX – $7 B anchor investor: MGX is a $100 billion AI investment pool created by Abu Dhabi's sovereign fund Mubadala and local AI powerhouse G42. MGX invested about $7 billion, giving Stargate a direct line to Middle-Eastern capital and energy deals.

Cloud & silicon partners

  • Microsoft – strategic cloud ally: No equity, but has the right of first refusal on any extra compute OpenAI needs when Stargate compute maxes out.
  • NVIDIA – GPU backbone: Supplies Blackwell-generation chips; Oracle alone has booked 400,000 units ($40 B) for Abilene, with tens of thousands more slated for future sites.
  • Arm – chip-design collaborator: Provides Grace-class CPU cores and explores custom accelerators to squeeze more efficiency from Stargate data centers.
  • Cisco – networking & security partner: Joined via a May 2025 MoU to wire, secure, and monitor the 1 GW Stargate UAE campus, then expand across the grid.

Government & sovereign sponsors

  • G42 + UAE leadership: host and investor for Stargate UAE (target 1 GW, 200 MW online 2026) under President Sheikh Mohammed bin Zayed.
  • US Government: political champion. Stargate was announced at a White House event where President Donald Trump called it "the largest AI infrastructure project in history" and promised fast-track permits.

This team of players brings: big money (SoftBank, MGX), world-class compute brains (OpenAI, Oracle, Microsoft, NVIDIA, Arm, Cisco), and strong government support from the US and UAE.

Recent Developments

Since its announcement, the Stargate Project has seen a flurry of activity, plans, and early challenges. Here are some of the latest developments:

January 2025: official launch

  • Announced in Jan 2025 at the White House with President Trump.
  • OpenAI, SoftBank, and Oracle pledged an immediate $100 billion and laid out a plan to spend up to $500 billion by 2029 on dozens of AI-focused data-center campuses.

Early financing shifts

In the months after launch, Stargate's financial arrangements and partnerships evolved.

  • SoftBank moved to raise capital for its portion by arranging debt financing: in April 2025 it was reported SoftBank's first $15 billion injection would be financed by 21 banks, including $1.35 billion from Mizuho, $1.25 billion from SMBC and $1 billion from JPMorgan.
  • SoftBank and OpenAI will each supply about $19 billion for phase one, while Oracle and MGX add $7 billion apiece.
  • Microsoft, which dropped plans to buy equity, still secured "right-of-first-refusal" to handle any overflow compute on Azure.

Microsoft started out in early 2025 talks as a potential minority shareholder, but later dropped plans to buy equity. Microsoft is worried owning a slice of Stargate, on top of Microsoft's existing $13 billion investment in OpenAI, could invite antitrust scrutiny and tie up capital just when Microsoft's Azure needs every dollar for its own data-center build-out. Instead, Microsoft negotiated a "right-of-first-refusal" services-only arrangement.

How the "right-of-first-refusal" works: whenever OpenAI needs extra computing power beyond what Stargate can supply, it must offer the work to Microsoft first. If Azure can meet the price–performance target in time, the job stays with Microsoft. Only if Microsoft says "no" can OpenAI place that workload with Oracle, Google Cloud, or any other provider. This clause lets Microsoft keep lucrative OpenAI traffic without writing another big equity check.

Apr - May 2025: US buildout gains steam

Abilene, Texas, is the first and flagship site of Stargate. The project will be one of the largest data centers in the world, with eight buildings costing $1.4 billion each and having the combined capacity for 400,000 Nvidia chips.

To fund the buildout, JPMorgan Chase is lending over $9 billion for the project's two phases ($2.3 billion for the 1st phase and $7.1 billion for the 2nd phase of buildout in Abilene, Texas). Crusoe Energy Systems (often branded simply "Crusoe") is the developer Oracle picked to build and operate the first Stargate facility for OpenAI. Crusoe is preparing for the huge operational demands by acquiring large areas of land and establishing the necessary power agreements for the energy-intensive servers.

OpenAI and Oracle were scouting the UK as another potential site for future AI infrastructure. Several US states (reportedly up to 16) have expressed interest in hosting Stargate data center campuses, all competing to attract a share of the huge Stargate investment and jobs.

May 2025: Stargate goes global

  • Stargate UAE announced: Stargate partners OpenAI, G42, Oracle, NVIDIA, Cisco, and SoftBank, working with both Abu Dhabi and US officials, announced a 1-gigawatt AI campus in Abu Dhabi; first 200 MW tranche targeted to switch on in 2026.
  • Two-way capital flow: The UAE will also invest in U.S. Stargate sites while hosting its own site.
  • "OpenAI for Countries" banner: UAE becomes the first nation cleared to run ChatGPT at national scale. OpenAI says similar deals are in discussion with ~10 more countries.

Challenges and Outlook

Challenges

  • Slow start worries: In May 2025, industry observers and reports by Bloomberg raised concerns that the project was struggling to get off the ground as fast as hoped.
  • Rising costs: Tariffs on racks, cooling gear, and chips could push build costs up 5–15 percent, making lenders nervous.
  • Funding concerns: SoftBank has faced significant delays in securing financing and has yet to develop a project financing template or begin detailed discussions with potential backers as of May 2025.
  • Overcapacity concerns in cloud infrastructure: Some investors fear an oversupply of data centers. Cloud companies like Microsoft and Amazon are also aggressively expanding their data centers.

Outlook

  • Partners shrug off doubts: Sam Altman calls talk of missing money "noise," and Arm CEO Rene Haas says the financial backing is "quite solid."
  • Regulatory support: US and UAE support, plus the new Stargate UAE deal, frame the project as long-term strategic infrastructure.
  • Near-term test: The next few months must show real ground-breaking on more US sites and get the first Texas and Abu Dhabi clusters online as promised.
  • Big payoff if it works: Success would double today's global AI compute and provide necessary computational power to develop future generations of AI, including the pursuit of Artificial General Intelligence (AGI).
